Learning traditional Chinese with the MoE dictionary With access to the internet, students of Chinese have no lack of resources and tools to use, but sometimes it can be hard to find good resources for specifically for traditional characters. (Not sure about the difference between simplified and traditional Chinese? Read this!) While most resources provide both character sets, its obvious that many offer traditional characters as an after-thought or at least at lower priority than simplified characters. This means that the information about traditional characters less reliable and harder to access. Taiwans Ministry of Education Dictionaries to the rescue Fortunately, help is now available. Taiwans Ministry of Education has long provided various online dictionaries, but until recently, they were very hard to access and not well-adapted for the internet, making them less useful for foreign students. The current interface, however, is well-designed and easy to use. In this article, Im going to introduce some of all the available feature that are truly essential for students learning traditional characters. Proposition 36 The Real Truth As you might already be aware there is a ballot initiative on this upcoming November’s election about drugs, and drug treatment. This measure is called Proposition 36. If this measure were to pass, state law would be changed, so that certain non-violent adult offenders who use or possess illegal drugs would receive drug treatment and supervision in the community, not prison. Right now California is ranked number one in the nation for its rate of imprisonment for drug offenders. If Proposition 36 passes, California could become number one for its treatment for drug offenders. The measure also provides state funds to counties to operate the drug treatment programs. Additionally, studies have shown that drug treatment is a far more effective than prison in reducing future criminal activity. Robert Roseman, a 51-year-old heroin addict from Sacramento says, â€Å"I was always able to get drugs in prison†¦all you’re going to learn in prison is to do crime better.† Stephen V. Manley, President of Drug Court Professionals says that, â€Å"Proposition 36 doesn’t provide â€Å"court-supervised† drug treatment. It ties the hands of judges, hurts legitimate treatment and effectively decriminalizes heroin, methamphetamine and other illegal drugs. Drug courts hold drug abusers accountable with regular drug testing and consequences for failing treatment— accountability not found in Proposition 36.† Drug testing is a part of court-supervised drug treatment everywhere in California today, and it will continue to be under Proposition 36. There are no legal barriers to drug testing. Judges can and will order appropriate levels of testing of offenders placed in treatment under the initiative's system; Proposition 36 simply does not tie judges' hands by prescribing a one-size-fits-all regimen for all offenders. A positive drug test can be treated as a violation of probation. Judges can also require individual offenders to pay for their own drug testing, as they do now in the "drug court" system, if they can afford it. (The cost of a test can be $4 to $7 per test.) The fact is tens of millions of dollars in state and federal funds already go to drug testing of criminal offenders through the court system and probation system. If more money is needed, this can easily be appropriated from the hundreds of millions of dollars saved each year by this initiative. Proposition 36 mer ely requires that its monetary appropriation for treatment programs must go to providing treatment services, where the need is so great.

The roles of engineers are respectively wide. Amongst the major responsibilities for engineers are design, construction supervision, consultation, project procurement, commissioning and management etc. Engineers are responsible to give the highest regard to his profession and conduct himself with integrity when executing his task. For example a good design solution would have to include two important aspects namely design adequacy and cost effectiveness. In addition, engineers have obligation to generate design solutions that are environmental friendly at the same time meeting the demanding requirements of client. Engineers have a duty of care to the environment, society and to their valuable customers or clients. They would have to generate design that fulfill the design clauses in the engineering codes of design, meeting the requirements by the various Governmental Departments and incorporate design solutions that are environmental friendly which induce minimum negative impacts to the surrounding environment and society. Besides, engineers would have to take into consideration the cost implication of their design solution to their clients. This has caused great dilemma in engineers, as they have to balance cost implication of the design solution with other factors such as quality, efficiency and various socio-economy factors. In the context of a developing country like Malaysia, in some cases, clients however have different mindset from that of the engineers. Clients are more concern about the cost implication of the generated design solution; they are more interested in design solution that is cost effective and yet fulfills the minimum design requirements by the Government. In this respect, clients would normally opt for design solutions that are cost effective, that stay within their budget. Some clients would incorporate project budget that is far inadequate which requires the engineers to sacrifice the quality and long-term efficiencies aspects in their design solution. This has obviously contradicted with the engineers’ interests of incorporating optimum design that would guarantee long-term efficiencies and easy maintenance. In addition, a not-up-to the standards design solution that obviously with an associated lower construction cost would mean that the engineer would be getting a much lesser consultation fees in view that the engineering fees are normally proportional to the cost expenditure of the project. However these two factors, namely the cost factors and quality are normally indirectly roportional to one another. This has made the engineers’ life extremely tough and difficult. Engineers are constantly wondering if they should go for expensive design solution that would definitely give both long-term efficient operations and maintenance and most importantly getting a higher professional fees, or go for an ‘ok’ design solution that might not be able to guarantee the quality aspects of the project and yet getting a lower professional fees. In view of the dilemma that engineers are constantly encountering in balancing capital expenditure with optimum design for efficient operations and maintenance, engineers should by all means combine both the design and cost aspects in the process of generating design solutions for their clients. Engineers should not produce a cheap design solution that does not comply with the relevant code of practices with the purpose just to please their valuable clients, hoping for more projects. Neither should they generate expensive design, ignore the cost implication of that particular design and with the purpose to obtain higher professional fee.

Graphic Novels: Are they â€Å"Real† Literature? Graphic novels are an up and coming new genre of literature. In any aspect, new concepts and ideas that are introduced are always put into question of how capable they are. Many people believe that graphic novels are not a type of literature that can be used in a classroom because they are not â€Å"real books† (Crawford Weiner, n.d). I believe that graphic novels should be offered and encouraged in classrooms. According to Julia Rick, many educators are hesitant to use graphic novels in the classroom.
